The game tells a story of Flavius in the days of the Roman Empire. Badly wounded he has to break his military career abruptly. A brave warrior needs to determine a new course of life and a new way to serve his Emperor. Users need to help Flavius fulfill his ambitions and continue expansion of the Empire not with a sword but with wit and strategy. His new assignments include the construction of new settlements, building new roads, production and delivery of various goods and other challenging tasks.

When in Rome is available in English, Dutch, French, German, Italian, Brazilian Portuguese, Russian, Spanish, Swedish, Japanese and Korean. There are three difficulty modes in the game: normal (for experienced players who enjoy a tough challenge), medium and a relaxed mode (for those who would like to enjoy the game without worrying about the time-limit).
